The White Hall Police Department is located at 8204 Dollarway Road. Business office hours are 8:00 a.m. to 5:00 p.m., Monday thru Friday. To reach the department by phone, call (870) 247-1414. Emergencies may be reported by dialing 9-1-1.

Chief Richard Wingard has served in law enforcement for many years. He has also been very involved in the White Hall community, supporting numerous functions and efforts. He currently serves as 1st Vice President of the Arkansas Municipal Police Association, a state-wide organization, and will proceed as the President of A.M.P.A. in 2007.

  The White Hall Police Department encourages and enforces community safety, with no tolerance to crime. The diligence of officers insures that White Hall demonstrates a low crime rate, allowing residents to feel safe and comfortable living and raising their families here. We have maintained high standards in training, testing, and performance, which have assisted us in keeping a good reputation as an excellent provider of police services. Our officers feel that you and your family should experience safety while driving on our streets, working or shopping in our business areas, or playing around your home, without the fear of speeding and reckless drivers, or by being violated by other criminal activity. Our own families live, walk and drive here, and we want them protected as much as possible. If you see one of our police units with a violator pulled over, rest assured and remember that we are enforcing laws to protect you and your family, to maintain the safe atmosphere that we enjoy here in White Hall.

  Every year, the police officers look forward to coordinating with the efforts of the White Hall Police Officer's Association, a non-profit organization that supports the department. Together with many local businesses and individuals, a Policeman's Charity Ball is held that raises substantial funds for donation to charitable causes, such as food as clothing for the needy, support of a local boy scout troop, assistance with baseball and softball leagues, and many other programs for the youth of White Hall. The willingness to give to those in need from so many in White Hall and the surrounding areas is heart warming.

  The WHPD employs 12 full-time uniformed officers, with the assistance of 12 part-time officers, ensuring constant patrol and law enforcement. We have two office administrative assistants, who field calls promptly and efficiently, completing our dedication... TO SERVE AND PROTECT.

The community of White Hall formed a volunteer fire department in 1962,  in coordination with the White Hall Water District.  There are 25 certified firefighter volunteers in the department, one paramedic, and four emergency medical technicians.

   Fire Chief Sandy Castleberry has served as department chief since January 1, 2006.  He has devoted over 25 years of service as a volunteer firefighter.  Chief Castleberry traveled to Pueblo, Colorado, for participation in an exercise in coordination with the Chemical Stockpile Emergency Preparedness Program, (CSEPP) and the Office of Emergency management.  His enthusiasm and willingness to provide service and protection to the citizens of White Hall is second-to-none.

   The fire department provides free fire safety inspections for homeowners, and assists in installing and testing smoke detectors in homes of those in need.  Yearly inspects are performed on all businesses and churches, at no cost.  Since the White eHall Fire Department is a municipal department, there are no membership fees required from homeowners.  White hall residents enjoy lower homeowner's insurance premiums, due to the ISO fire rating, a Class 5.

White Hall Fire Department has mutual aid agreements with the surrounding area fire departments, including Pine Bluff Fire Department, and the Pine Bluff Arsenal Fire Department and all area Jefferson County Fire Departments.

  City Hall is a 4,000 square feet brick veneer building.  The building has five offices and a community room with a capacity of 75 - 100 persons.   City Hall Community Room or Scout Hut at the City Park can be reserved.   The Community Room can only be used all day Saturdays and all day on Sunday.  All activities and clean-up should be ended by 10:00 p.m.  Reservation must be made in person at City Hall. Rooms are to be reserved by residence in White Hall City limits only. Proof of residence and a fee is required. 

  In addition to an elected Mayor and City Clerk\Treasurer, the City employs an Executive Secretary, Billing Clerk, Secretary, Court Clerk, Office Manager, Public Works Supervisor, and Laborers.

  The White Hall Water & Sewer Department is city owned and operated and serves 1760 residential and 160 commercial customers.  The water deposit is $50.00.  The minimum rate for the first 1000 gallons of water used is $5.50.   The present usage for the entire City is 9,822,020 gallons per month, average.

  The water supply is obtained from three wells which were constructed in 1963-65 and 2000 with a capacity of 700,000 gallons per day.  The water storage facility has two tanks, one an elevated tank storing 50,000 gallons and a stand pipe tank storing 200,000 gallons.

  The water treatment facility was also constructed in 1963.  The system has a capacity of 500,000 gallons per day.

1.      Water bills are due on or before the 15th of each month.
Payment received after the 15th will be charged a 10% penalty.

2.      Payments can be made by the following ways:
  a.  Pine Bluff National Bank (White Hall Branch only) before the 15th of each month.
  b.  Our convenient drop box which is located beside the front door at City Hall.
  c.  Bank draft or your banks online bill pay
  d.  City Hall from 8:00 am to 4:30 pm, Monday through Friday.
  e.  Mail payments to: PO Box 20100, White Hall, AR 71612.

3.      Customers need to be at home when water service is turned on.

4.      Trash pickup is on Wednesday. If you have a problem with this service, contact: 247-3747.

5.      Upon application to the White Hall Water\Sewer Department for new service, Sewer Rates will be based on actual water usages until such time that the customer qualifies for an annual rate, which is calculated by using the months of November through April usages, divided by six, to arrive at a monthly average usage on which to base the sewer rates.

7.      White Hall City Crews will pick up bagged yard waste on Wednesday. If you need this service, you will need to call White Hall City Hall at 247-2399 before Wednesday morning to schedule pickup of bagged yard waste.

  The City of White Hall has a contract with Waste Management to handle garbage pick up.  Garbage is picked up on Wednesdays for residents.   Large items will be picked up by making arrangements with Waste Management.

  Remove your cart after collection. Do not leave your cart at the curb/street. To help maintain the appearance of the neighborhood, remove your cart as soon after collection as possible. Your new cart is designed to be moved in your garage or other convenient location next to your home. Take care to not store your cart close to a furnace, fireplace, grill orth, other source of excessive heat.

  Your new WASTE MANAGEMENT cart is designed for ease of maintenance. To clean, simply rinse your cart with water from time to time, let dry in sunlight with the lid open.

  DO NOT PLACE PAINTS, SOLVENTS, ACIDS, GASOLINE, OIL, HOT ASHES, MEDICAL WASTES, EXPOSED NEEDLES, SAND, SOIL, ROCKS OR CONCRETE IN YOUR CART.

  Approximately 26 miles of asphalt are maintained by the department.

  The City of White Hall has an ordinance setting certain requirements for the keeping of animals within the city limits.

  It shall be unlawful for any person, firm or corporation to allow a dog owned by it to run at large or to keep or harbor a dog/cat three months of age or older, within the corporate limits of the City of White Hall, that does not bear a tag certifying that said dog/cat has been vaccinated for rabies within the year next proceeding.  Every dog/cat covered by this Ordinance, must have and wear a collar of such type that the vaccination tag may be firmly attached to said collar.  Such tag, when issued shall at all times be securely attached to the dog's/cat's collar or harness, and failure to keep such tag on the dog's/cat's collar or harness, shall be unlawful.

    Nuisance animals running loose in White Hall are subject to being picked up by Animal Control.

  Any animal picked up will be boarded at the animal control facilities.  A veterinarian, Dr. Michael Jones, provides medical care for animals at the facilities.

  Fines, boarding fees and possible medical fees must be paid at City Hall before the animal can be retrieved.

·         Services include issue or renewal of driver's licenses, commercial driver's licenses and vehicle, boat and trailer license tags.

·         Purchasers of new vehicles can pay sales tax and effect transfer of vehicles.

·         Deed stamps required for the transfer of real property may also be purchased at the branch office.

·         The Revenue Office can also issue state identification cards.  (The cards are similar to driver's licenses.  The are issued to people who need identification but who do not drive.)

  The White Hall Library is a branch of the Pine Bluff/ Jefferson County Library System.  It offers a collection of over 25,000 books, videos and books on CD, along with various local newspapers and popular magazines.   The Library's card catalog computer system offers instant access to the Library System.  You can access the card catalog online at www.pbjclibrary.org.  There are 8 adult computers with word processing and internet. There are 4 children computers with word processing, games, and internet. Storytime is offered on Tuesday at 4:00 pm )during school). Children may also call Lio Lion for a story day or night- 536-5466 (spell out Leo Lion on keypad).

Fax services are also available. A fee is associated with sending faxes depending on the number of pages. Recieved faxes are $1.00 per page. The fax number is 870-247-2613. 

  To apply for a library card, you must be a Jefferson County resident.  To confirm that you are a resident, you will be asked to provide two forms of identification (one a picture ID).

  The Library has a meeting room available for library card holders.  Reservations are needed, and can be used during hours the library is not open (not available on Sunday).  A $15 deposit is required for the key.

 





White Hall City Park

  The 36 acre park is located across from City Hall and is easily accessible to all residents of the City.  According to several standards for city parks, the White Hall Park is more than adequate in size for the population expected to be served by the year 2000.  The City Park facilities existing at this time are six ball fields, paved walking trail, restrooms, community building, pavilions, amphitheater and a fitness area.

  The estate of the late Carl B. and Essie Mae Carter made it possible for the City of White Hall to have a museum.  The City accepted the estate on February 1, 1989.  The efforts of the White Hall Historical Society has brought great interest to the museum and it's contents.  A railroad caboose, a gift from the Cotton Belt Railroad, is located in a mini-park at  the east end of the property.  Directly in front of the caboose is a portion of the Old Dollarway Road.  Dollarway Road was the first long rural concrete highway in the country.  It was originally built in 1913-1914 and was replaced in 1930 by a modern two lane highway.
